Next-Generation ICDs and a New Capacity Lever for Vietnam’s Port Clusters
As container volumes continue to rise at Haiphong, Cai Mep-Thi Vai and the Ho Chi Minh City gateway system, building more berths is no longer the only answer. Inland container depots are emerging as pressure valves that can absorb yard congestion, reorganize cargo flows inland and create a new layer of competitiveness for Vietnam’s logistics system.
Port competition no longer ends at the waterfront
For years, discussions about port capacity in Vietnam focused on draft, quay length and crane productivity. Yet operational reality shows that a strong port is shaped as much by its hinterland as by its waterside assets. Cargo needs to be pre-positioned, sorted, customs-cleared, staged and redirected through road, rail or inland waterway networks. This is where next-generation ICDs can change the equation. Rather than acting as passive overflow yards, they can function as inland control points for cargo organization, data visibility and modal integration.

A modern ICD must be a service-and-data node, not merely a storage yard
If ICDs are treated only as container storage extensions, Vietnam will underuse them. A next-generation ICD should be linked to electronic declarations, real-time container tracking, truck-slot management, customs interfaces and value-added cargo services tailored to industry needs. For higher-value export sectors, such a model can improve booking discipline, cut dwell time at the port gate and reduce hidden costs that rarely appear in freight quotes but strongly affect total logistics spending.
To strengthen ports, Vietnam must redesign the network around them
The real issue is not whether Vietnam has ICDs, but whether they are placed in the right locations, connected to the right transport modes and aligned with the right cargo structures. A depot in the wrong corridor, with weak access roads and poor data integration, quickly becomes an inefficient holding yard. Properly planned, however, ICDs can extend effective port capacity faster and at lower cost than waiting for new marine terminals alone. That logic fits the broader Logistics Hub approach: logistics is not just movement, but the intelligent organization of flow.

The next-generation ICD is no longer a simple container yard. It is a coordination layer between seaports, industrial parks, shippers and digital systems. Where ICDs are designed as true inland logistics nodes, ports gain scalable capacity without relying solely on new waterfront investment.
In a world of volatile trade and capital-intensive infrastructure decisions, ICDs deserve to be treated as strategic capacity multipliers. For Vietnam, this is a practical way to improve port performance through network design, data integration and modal coordination - three capabilities that will matter more than ever in the next phase of logistics competition.
